Public agency’s Capital Improvement Programs (CIP’s) can be both an incredibly useful tool to look ahead at upcoming capital projects, and a drudgery to read through over and over again in detail. BEX does the hard work every year of picking through dozens of agency’s CIP document, analyzing historical data and trends, finding new capital projects, and identifying who are the top players in the municipal market.

Steve Boschen

ADOT | ASSISTANT DIRECTOR - INFRASTRUCTURE DELIVERY & OPERATIONS

Steve Boschen currently serves as an assistant director of ADOT overseeing the Infrastructure Delivery and Operations (IDO) Division, which oversees all statewide construction project delivery, including ADOT and Local Public Agency projects, and statewide operations and maintenance. Steve is responsible for Project Management, Operations, Project Delivery, Contracts and Local Public Agency areas of ADOT, which include a total of 20 groups and districts. This includes the development, construction, maintenance and operation of more than 28,000 lane miles of interstate and state highways in Arizona. He rejoined ADOT in October 2012 as a deputy state engineer for Project Delivery after a 20-year stint in the engineering consulting industry. Steve has a bachelor’s degree in civil engineering from the University of Arizona and is a registered professional engineer in the state of Arizona.

Amanda Elliott

Town of Gilbert | Redevelopment Program Manager

Amanda Elliott has served in the Gilbert, Arizona Office of Economic Development since 2012 and leads town-wide redevelopment efforts including a focus on the downtown Heritage District. Amanda has 22 years of experience in the public and private sector focused on development, revitalization and marketing. She holds a Bachelor of Science and a Certificate of International Business from Arizona State University and is currently pursuing her Master of Public Administration with a focus in Public Policy from Park University. Amanda is an active member and former Board Member of the Arizona Association for Economic Development (AAED), is a founding member for AZDowntowns, is an International Downtown Association Emerging Leaders fellow, served as IDA Top Issues Council Chairperson for Municipal Partnerships, and is a member of the Urban Land Institute where she is currently serving on the Adaptive Reuse, Infill and Revitalization Council. Amanda was named 40 Under 40 by the Phoenix Business Journal in 2021 and was also named a person to know in Economic Development by AZRE Magazine.

Beth Huning

City of Mesa | City Engineer

Beth Huning has served as Mesa’s City Engineer since May 2007, with more than 43 years of related private sector design and construction and municipal city engineering. She currently leads a team of over 100 engineers and professional staff in the development, design and construction of a $700 million dollar a year capital improvement program and oversees the staff who work with the private development community and utilities to build in the City of Mesa. Notable projects for the Mesa’s Engineering Department within the last three years include the Expansion of Greenfield Water Reclamation Plant, ASU at City Center, the Northeast Public Safety Facility, and the Police Evidence Facility.

Audra Koester Thomas

MAG | TRANSPORTATION PLANNING PROGRAM MANAGER

A proud graduate of Texas A&M University, Audra joined Maricopa Association of Governments in 2015 to facilitate long-range transportation planning efforts for the nation's second largest metropolitan planning organization. Audra’s recent focus is leading the efforts for the extension of the dedicated Maricopa County half-cent sales tax to fund multimodal transportation investments included in MOMENTUM, MAG’s new regional transportation plan.

Melonie Leslie

G&G Masonry | Founder & President

Melonie Leslie is the founder and President of G & G Masonry. She has over 19 years of experience in the masonry industry. She oversees the entire company and in particular safety and quality control. Melonie holds a Master in Business Administration and a Bachelor of Science in Accounting from Arizona State University. Melonie has been very active in giving back to the masonry industry locally and nationally. She currently sits on the Executive Committee as Treasurer for the Arizona Masonry Council (AMC) and is active in workforce development programs as well as legislative work for the AMC. In addition, she is on the Board of Directors as Region G Vice President for the Mason Contractors Association of America (MCAA) and is Legislative Committee Co-Chair for the MCAA.

Dave Lipinski

Town of Queen Creek | CIP Department Director

Dave Lipinski is the Capital Improvement Project Department Director for the Town of Queen Creek, Arizona and has been in this role since the department’s inception in October 2021. Dave is a civil engineering professional with 26 years of experience managing the design and construction of municipal and private infrastructure projects. Prior to working with the Town of Queen Creek, he served as the City Engineer for the City of Scottsdale. During his almost 10-year tenure, Lipinski delivered projects including transportation, water and wastewater treatment and distribution, new municipal buildings and parks and community spaces. Prior to the City of Scottsdale, Lipinski worked for the City of Cedar Falls, Iowa, DMB Associates, Inc., and within the private consulting community.

Rebekah Morris

ARIZONA BUILDER'S EXCHANGE | FOUNDER & PRESIDENT

Rebekah started the twice-weekly AZBEX publication in February 2010, and has since grown the service into a multi-faceted resource for local Commercial Real Estate & A/E/C firms to find leads on upcoming projects, industry news, trends, and market insights. In 2015, AZBEX started producing events and now features four annual half-day conferences and six breakfast panels known as the Leading Market Series. In 2016, the AZBEX Database or DATABEX was launched. ALISON TYMKIW

CITY OF SCOTTSDALE | CITY ENGINEER

Alison Tymkiw is currently serving as the City Engineer for the City of Scottsdale, Arizona. Alison is responsible for administering the City’s Capital Improvement Program and she manages the Capital Project Management Division which is responsible for the design and construction of infrastructure improvements around the city. Alison has worked for the City of Scottsdale since 1998 and has previously held the positions of Civil Engineer, Project Manager and Senior Project Manager prior to her current role as City Engineer. Prior to joining the City of Scottsdale, Alison worked for engineering design and consulting firms, first in Connecticut and then in the Phoenix area. Alison holds a Bachelor of Science degree in Civil Engineering from Lehigh University, and she is a Registered Professional Engineer in the State of Arizona.
