Assistant Director - Infrastructure delivery & Operations | ADOT

Steve Boschen currently serves as an assistant director of ADOT overseeing the Infrastructure Delivery and Operations (IDO) Division, which oversees all statewide construction project delivery, including ADOT and Local Public Agency projects, and statewide operations and maintenance. Steve is responsible for Project Management, Operations, Project Delivery, Contracts and Local Public Agency areas of ADOT, which include a total of 20 groups and districts. This includes the development, construction, maintenance and operation of more than 28,000 lane miles of interstate and state highways in Arizona. He rejoined ADOT in October 2012 as a deputy state engineer for Project Delivery after a 20-year stint in the engineering consulting industry. Steve has a bachelor’s degree in civil engineering from the University of Arizona and is a registered professional engineer in the state of Arizona.

Sr. Architect – Design Division Manager | Maricopa County

Seth Bouman is the Senior Architect for Maricopa County Facilities Management Department. He oversees the architectural design team that produces design and construction documents for project budgeting, permitting, and construction through the JOC program. In support of department funded, tenant improvement requests and the Capital Improvement Program, Seth and the design team engage in site analysis, programming, test fits, and planning efforts to prepare projects for design and delivery. Seth Is a licensed architect in Arizona, South Carolina, and California. He spent 10 years working in a small firm on a broad range of project typologies prior to coming to Maricopa County. Altogether, Seth has 20 years in the design industry including over 10 years in Facilities Management. Having worked across a wide spectrum of project types, Seth is dedicated to developing creative solutions that enhance community workspaces and elevate the experience of public services. Seth holds a bachelor’s Degree in Architecture from the University of Southern California.

As President & CEO, Wendy leads Kitchell Corporation with a collaborative spirit. Kitchell Corporation includes four diverse operating companies, Kitchell Contractors Inc., Kitchell Capital Expenditure Managers Inc., Kitchell Development Company Inc., and American Refrigeration Supplies. Wendy is passionate about developing a strategy and culture that allows for innovation and change in the construction industry. With 30 years of experience, Wendy's journey in the building industry has been marked by significant roles as a general contractor, construction manager, consultant, and owner, culminating in her current leadership at Kitchell. Wendy is a proven leader and trusted advisor and is committed to developing future leaders and implementing innovative ideas to improve the built environment. Her experience leading high-performance teams paved the way for her current role at Kitchell, which is consistently ranked among the top Construction Management, Program Management and General Contracting firms both regionally and nationally. Beyond her corporate achievements, she is active in the community and industry. She serves on the boards of the Greater Sacramento Economic Council, Greater Phoenix Economic Council, and Greater Phoenix Leadership. In 2024, Wendy and Kitchell were accepted into the Global Design Allowance as the newest Board of Director and joined the American Contractors Insurance Group (ACIG) as its Executive Member.

Eric has served as City Engineer for the City of Phoenix since January 2019, which included a 6 month assignment as Interim Director of Water Services, a 5 month assignment as Interim Director of Public Works, and a 1 month assignment of Street Transportation. Eric possesses over a quarter century of relevant public works and land development engineering experience. Prior to joining the City of Phoenix, most recently Eric was the New Mexico Operations Manager for TYLIN International and prior to that was a Senior Project Manager for RBF Consulting. After spending two decades working as a private consultant, Eric desired to utilize his engineering and management expertise in a way that more directly benefited the public. As the City Engineer for the nation’s 5th largest City, Eric is responsible for overseeing the selection of architects, engineers & contractors and the execution the City's 5-year, $11 billion Capital Improvement Program, including serving as the program manager for the current $500M General Obligation Bond program. Eric holds a bachelor’s degree in Civil Engineering from the University of Arizona and is a Registered Professional Engineer in Arizona, California, and New Mexico. Eric is currently a member of the Alumni Industry Council for the University of Arizona, previously held the position of State Director for ACEC-NM.

Eddie Garcia joined the City of Glendale’s Engineering Department in 2021 and is currently serving as the City Architect. Eddie oversees the planning, design, and construction of Glendale’s vertical Capital Improvement Plan. Prior to joining the City of Glendale, Eddie worked in the private sector for a national architectural and engineering firm. He brings 35 years of professional experience in a variety of building types including municipal and higher education facilities. Eddie holds a bachelor’s degree in architecture from the University of Arizona and is a registered architect in the state of Arizona.

Business Attraction Project Manager | City of Surprise

Kirsten Hall is the Business Attraction Project Manager for the City of Surprise Economic Development Dept. She’s been with the city of Surprise since 2021 and has been in the economic development field for over 20 years. Her role at the city of Surprise is to create and support development industry engagement opportunities and to target and meet with prospects in the targeted employment industry sectors. Her background includes workforce strategy at a regional and state level, and community and international higher education. She co-authored the West Valley Pipeline, a workforce strategy that brings together business and industry with educational partners to develop a competitive talent pool that supports the economic development activity in the west valley. Kirsten is a proud graduate of Leadership West Class X, was an honorary commander at Luke Air Force Base and is now a Blue Blazer lifetime member with Fighter Country Foundation. She is currently adjunct faculty at Grand Canyon University teaching marketing. She has a bachelor's degree in Business Management from University of Phoenix, an MBA from Grand Canyon University and is a west valley graduate of Alhambra High School and Barcelona Elementary School. Kirsten has two children and five grandchildren.

Maria Laughner is the Deputy Economic Development Director – Strategic Initiatives for City of Mesa. Ms. Laughner has spent over twenty years in marketing, communications and business development management in both public and private sectors, and she has experience in various industries including biotechnology, health care, higher education, manufacturing, client services, economic development and non-profit charities. Her career highlights include working with five start-up bioscience and technology companies, establishing an Arizona campus for the College of St. Scholastica, and negotiating deals that resulted in over 2 million square feet and 15,000 new jobs at both the municipal and state level. Ms. Laughner earned a BA from Marquette University, an MS from New York University, and an MBA in International Management from the Thunderbird School of Global Management.

Dan Menghini serves as Business Unit Leader for Chasse Building Team overseeing operations and client relations within the Municipal Market Sector. Dan leads a team Municipality and Community focused teammates with the goal of helping Municipalities deliver projects of significant importance to the community. Dan has worked in the construction industry for 30 years, spending the last 14 with Chasse Building Team. Having worked in several different markets, Dan is able to leverage expertise of different construction types to each new project. Holding an MBA from the University of Michigan – Dearborn and having also been on the owner’s side, Dan brings a unique perspective of understanding owner’s needs and financial requirements. Dan and is active in the Arizona Buidlers Alliance focused on developing the next generation of leaders within the construction industry.

Jeff Stapleton serves as Program Manager for Transit Oriented Development with the City of Phoenix. In this role, Jeff is responsible for utilizing City tools and incentives to attract private investment within the City’s transit oriented community planning areas. His efforts have led to the mixed-use revitalization of Park Central Mall, the redevelopment of the Central Station Transit Center set to open in 2025 and the future announced TOD Village at the former Metrocenter Mall. Jeff has been with the City of Phoenix for 12 years and has previously held roles with the Aviation Department and the Mayor & Council Offices. He is a member of the Arizona Association of Economic Development and the Urban Land Institute holding a Bachelor’s Degree in History from the University of Arizona and a Master of Public Policy from Arizona State University.

Susanna Struble is the Town of Gilbert’s Assistant Town Engineer/ CIP Manager, with more than 35 years of related private consulting and municipal engineering experience. She currently manages a team of 12 CIP project managers in the development, design and construction of a $3.5B 10 year Capital Improvement Program. Prior to joining Gilbert, Susanna served as Public Works Director/City Engineer for Coolidge, Arizona; various engineering positions with Willdan Engineering which included serving as the regional manager for the Phoenix operation for over 10 years; City Engineer in Show Low Arizona and Assistant County Engineer in Eagle County, Colorado. Ms. Struble is a Registered Professional Civil Engineer in the State of Arizona; she received her Bachelor’s Degree in Civil Engineering from University of Wyoming.

Alison Tymkiw is currently serving as the City Engineer for the City of Scottsdale, Arizona. Alison is responsible for administering the City’s Capital Improvement Program and she manages the Capital Project Management Division which is responsible for the planning, design and construction of infrastructure improvement around the city. Alison has worked for the City of Scottsdale since 1998 and has previously held the positions of Civil Engineer, Project Manager and Senior Project Manager prior to promotion to her current role as City Engineer. Prior to joining the City of Scottsdale, Alison worked for engineering design and consulting firms, first in Connecticut and then in the local Phoenix area. Alison holds a Bachelor of Science degree in Civil Engineering from Lehigh University, and she is a Registered Professional Engineer in the State of Arizona.

For almost two years Cassie has been working towards establishing Modern BD as a prominent fixture in the Business Development community. Her firm currently represents CCS Presentation Systems (Audio Visual), Corporate Interior Systems (commercial furniture), and Cherry Coatings (interior/exterior paint and high-performance floor coatings). Cassie graduated from W.P. Carey School of Business at Arizona State University. Her dedication and hard work has been recognized by AZ Big Media as a ‘2024 People to Know In Commercial Real Estate’ awardee.
